The Failure of the 28-Point Peace Initiative for Ukraine: Why Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the tension sparked by the announcement of a new 28-point plan for achieving ceasefire appeared – temporarily – to have been stabilised. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: another massive barrage of missile and drone strikes on Kyiv.

The Cycle of Negotiation and Warfare

The chain of contrasting events captured the grim essence of the recent timeframe. By day, negotiation efforts are waged: optimistic declarations are issued from multiple capitals. Significant resources is allocated on restraining particular approaches. By night, Russian leadership clearly shows the world that, for them, military action persists as the main instrument for achieving "peace".

After-Dark Attacks

As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor projectile deployments from Russian territory, a ability enabled by timely intelligence. From vantage locations, defense planes that had been scrambled to engage hostile cruise missiles flew past – modern combat jets provided to Ukraine by NATO members.

Moments later, Kyiv's anti-aircraft weapons activated: several firings deployed against a hostile projectile. This was a modern interception technology at work, most likely supplied through allied countries. Every firing shakes the surroundings, rattling buildings. The brief panic quickly gives way to sober acceptance: maybe the hostile projectile won't cause damage this time, sparing the city from devastation and further power outages.

Continuous Dangers

Soon after, a heavy machine gun engaged a drone close by, part of a rapid response unit – most likely allied-provided weaponry. Unfortunately, the bullets missed the enemy aircraft – it continued its flight toward its target.

With pauses, this persisted until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, destruction and heating outages in numerous residences as a result of the evening attack. As always, everyone still went about their day – living the war. But those entire period encapsulated Ukraine's critical military reliance on international aid – a need that neighboring countries are demonstrably unable to replace in the near term.

Ineffective Peace Efforts

The detailed framework from Washington generated strong feelings, discussion and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.

Every new initiative from American administration follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually secure success. This trend will, no doubt, endure.

Tactical Assessments

It is tempting to accuse certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. American leadership works based on a assumption understood by international relations experts: you cannot secure via talks what you have lost on the battlefield. The US administration believes that it is impossible to compel Moscow to relinquish the territory that it presently holds in Ukraine's occupied territories.

The challenge is that while recognising this factual reality, Washington does little to deter Moscow, through statements or actions, from thinking that the status quo will not shift further in its advantage in the near future.

Opposing Positions

Therefore, Moscow is confident that time is on his side – that Ukraine and its partners are coming close to fatigue. Their reason to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leader remains completely certain in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing civilians and areas but avoiding a complete military breakdown until situations evolve in its advantage.

Present Conditions

Factually, there are no real preconditions for a ceasefire. Now, personal considerations are entering the equation: personal goals to negotiate peace and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unworkable, so that their focus does not switch to internal issues. And although their mission will now be considerably more difficult after current events, it remains highly unlikely that this will modify their basic position.

These conflicting dynamics are driving the talks.

Summary and Prospects

It took a only one week to kill the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, current information leaks, all served their function.

While new initiatives based on previous concepts are forthcoming, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are founded on Moscow's terms and show certain reluctance to modify developments, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, primarily depend on ongoing international assistance.
